Which is more important-- form or substance?
For a web site, I think it is unquestionably substance or content.
Presumably, you have arrived at this site because of some content or rumor of content of interest to you. It is unlikely you are here primarily because you found the features or organization of this site especially interesting. You are here to learn something hopefully and not to just be impressed by some gymnastics of presentation.
Problems of content on the World-Wide Web are becoming critical. The Web is littered with sites that offer content copied from other sites. Repetition is rampant. Just do a search and you will often find dozens of sites reproducing the same information.
In the ongoing process of building this site, I have tried to avoid the aforementioned problems and to adhere to the following guidelines:
Original Content - At this site, you will find all original content. I ask anyone interested in the content here not to make copies of it on other sites. Of course, proper links into this site are always welcomed and encouraged. All material here is copyrighted by me and I reserve all rights to it. Though I cannot police and absolutely prevent others from copying my content, I will take action against any abuses that I find or that are reported to me.
Intrasite Links - Most hypertext links at this site point only to resources located at this site or my other sites. The only exceptions are a few referenced links which I have included in news articles or mail messages which are archived here. For this reason, I cannot accept offers to exchange links with or publish the links for other sites.
Small Files - Most of the information at this site is presented without gratuitous images, audio, or video. This makes access to the site available to the widest range of Web browsers without the need to maintain separate frameless or text-only organizations. This does not mean that interesting things may not be going on. Since I personally wrote and run the underlying web server myself, I can and have implemented some features in the server and CGI programs that can enhance the site's usefulness.
Decency - Though this site is not designed for children, you will not find any content that would be deemed indecent by traditional standards of morality.
Because of limited resources, transactions at this site may at times be somewhat slow. Your patience is, therefore, solicited and it is hoped that textual quality rather than binary quantity will be the basis of your use and enjoyment of the pages located here.

R L Samuell
